The city’s police services chief, Lt. Joe Davis, is leaving the job he’s held since 1990 after a promotion to the rank of captain in the Orange County Sheriff’s Department. Davis has been involved in several organizations, including the city’s Rotary Club, and in Mission Viejo Animal Control Services, and he has been active in organizing the city’s emergency preparedness efforts. He has also been lauded for his community policing efforts, such as sending deputies to local schools to give students positive law enforcement role models. Davis, who likes to call his Laguna Niguel department the “Nordstrom of law enforcement” because of its service-oriented style, started in Laguna Niguel in 1974 as a deputy sheriff.
