Ex-Official Pleads No Contest in Theft of Funds

A former city finance director pleaded no contest Monday in Los Angeles Municipal Court to a charge that he stole more than $8,000 from municipal coffers, officials said.

Lou Delgado, 47, will be sentenced June 14, when a judge will determine how much restitution he must pay to the city of South El Monte.

The Sierra Madre resident was charged in January with one count of felony misappropriation of public funds by a public official. The charge stemmed from an independent audit commissioned last November by the City Council, said Deputy Dist. Atty. Rune Sodonis.

According to the city, auditors found more than $20,000 missing from city accounts between August 1996 and September 1997. Sodonis said both sides agree that at least $8,000 is missing, but that Delgado’s attorney disputes the $20,000 alleged by the city.

Delgado’s attorney declined to comment.
