12 Reported Dead in Torrential Rains

Rescue workers in dinghies and helicopters plucked stranded residents from flooded homes after torrential rains reportedly killed at least 12 people in South Korea. Nearly 7,000 houses were flooded and at least 15,000 people fled their homes, many taking shelter in schools and government buildings. Up to 23 inches of rain fell. Near the heavily fortified border with North Korea, U.S. military vehicles were stranded in flood waters, and U.S. soldiers built walls of sandbags to protect their bases. North Korean radio also reported heavy damage but did not give details.
