Carry-on Crunch

Plans by airlines to regulate carry-on luggage (“American Airlines to Block Oversize Bags,” News, Tips & Bargains, Nov. 28) may seem like a good idea except to those who abuse the rules. The latest is American Airlines, which will use size templates to screen out oversize bags.
One bad regulation is establishing a weight limit, which in some cases overseas is 13 pounds. Well, my soft-sided, roll-aboard-style nylon bag (with steel frame) will meet these size standards, but weighs, empty, 11 pounds, leaving only 2 pounds for the contents. Does this mean I am allowed two pairs of socks and underwear, a shirt and a disposable razor only?
