* I read “Plan Envisions Mini-Districts Set Up Within L.A. Unified” (Dec. 11). Leave it to bureaucrats and politicians to think that adding layers of bureaucracy is reform. We are at the point at which this district should be broken up. Throw the baby out with the bath water.
