Warning Issued as Budget Is Unveiled

President B. J. Habibie announced a new budget for his economically shattered country and warned that civil unrest was threatening Indonesia’s democratic reforms. Troops remained on alert in the north Sumatran province of Aceh and searched for 44 prisoners who escaped after mobs attacked a jail during anti-military riots over the weekend. That violence left at least 12 people dead. New York-based Human Rights Watch warned that violence in Aceh will probably persist unless the government investigates alleged human rights abuses by the military, which has been fighting separatists there for years.
