The City Council on Tuesday approved an agreement between the city and the Orange County chapter of the American Red Cross that will ensure the city is not liable when operating a disaster shelter. Since the Red Cross cannot immediately respond to shelters during an emergency, the city will open shelters and operate them until the Red Cross arrives. Under the agreement, the Red Cross will bear the costs of food, equipment and liability for damages to facilities and injuries.
