Gore Urges Overhaul of Civil Service

Vice President Al Gore on Thursday called for an overhaul of the federal Civil Service system that would allow an individual’s pay to be tied to job performance.

“If we want our government to be accountable for every taxpayer’s dime, then we need a work force that will be held accountable for real results,” Gore said to an international conference on revising government.

Gore said that under a plan the administration was about to propose, the goal would be to “pay for performance. Instead of providing automatic pay increases based on seniority, managers . . . would have a significant portion of their pay determined by how well they do their jobs, and meet the people’s needs.”

Congress would have to approve the change in the Civil Service system before it could take effect.

Gore is serving as the chair of a two-day conference of about 40 nations participating in discussions on how to improve the performance of government.
