Italian telecommunications group Olivetti and its German partner Mannesmann said that they would revise their takeover bid of $1.4 billion, or $65.75 a share, for New York-based holding company Cellular Communications International Inc. after the tender offer failed. Cellular shareholders said any offer below $80 a share would meet the same fate as the initial bid.
