The Southland’s Winners and Losers in 1998

Here we go again: time to take a final peek at Southland home prices and sales--by ZIP Code--for last year.

All in all, 1998 turned out to be another strong year for the region’s housing market, which experienced gains in prices and sales across the board, much to the delight of homeowners, Realtors and builders.

Sales reached a decade high in the six-county Southland region--Los Angeles, Orange, Riverside, San Bernardino, Ventura and San Diego--where an estimated 285,000 new and resale houses and condos were sold, up 18.5% from the 240,664 the year before, according to Acxiom/DataQuick Information Systems of La Jolla, which provides The Times with real estate information.

Although last year’s sales were far short of 1989’s 342,090 total, they were well ahead of the 181,973 homes and condos sold in 1992, the bottom of the ‘90s real estate depression.

The median price paid for a Southland home in 1998 was $184,000, up 8.9% from the previous year’s $169,000. It was also well above 1995’s price-bottom $160,000 but lower than 1991’s peak of $195,000.

According to John Karevoll, an analyst for Acxiom/DataQuick, 1998 was a “rock solid” year for the housing market, with the “frenzy” atmosphere of the late 1980s evident only in the hottest communities.

“Last year people were making prudent decisions,” Karevoll said. “[Most buyers] were not recklessly overbidding each other like in 1989, when a lot of people made ill-advised decisions that stretched their finances. People were buying, but it wasn’t out of control.”

A high point in the region’s housing scene came in July, when buyers plunked down $18 billion for homes, a record that passed the previous high of $17 billion in September of 1988.

A high-performing mid-market--homes ranging from $150,000 to $225,000 and roughly 1,500 square feet in size--helped keep sales strong through the end of the year. The 9,781 homes and condos that sold last month in Los Angeles County made it the biggest December on record for the county since 1989 sales hit 9,866.

Rita Oschmann, training director for Fred Sands Realtors in Tarzana, said that when business began to slow in August, she thought she was in for a quiet holiday season.

“Then boom, in October it took off again and December was crazy and we’re still going,” Oschmann said.

At the moment, Oschmann said, business is tilting toward a buyer’s market in the Tarzana area, but things could change quickly. “We’re kind of on a roller coaster,” she said.

The housing market was particularly hot in Orange and San Diego counties in 1998, and they were the first to regain their 1990 price peaks.

Orange County’s overall median price reached $236,000 in June, a record it hit again in December. San Diego County’s median hit a new peak of $207,000 in November. Los Angeles County lagged behind at $184,000, remaining 9.6% off its 1990 peak.

“Last year was a strong year for the housing market in terms of sales and price increases because of the demand,” said Bob Bray of the Meyers Group, consultant to new home builders.

“There was, however, a slight hiccup in the market during the third quarter, due in part to the economic crisis in Asia and Russia, but then it rebounded.”

As the market continues to heat up again along with rising consumer confidence, Bray predicts a tight inventory will be the biggest hurdle this year for builders and buyers.

“The challenge for builders is to find land to build on and for consumers it’s to find homes to buy,” Bray said.

The region’s housing stock (3.83 million homes and condos) is increasing in value by about $9 billion monthly, according to Mike Ela, leader of Acxiom Corp.’s DataQuick Products Group, reflecting an annual appreciation rate of about 8%.

Their rising home values are providing many Southern California homeowners with equity to restructure their finances and are allowing others who owed more on their homes than they were worth a few years ago to move up.

“Home sales obviously go up when the economy is growing. Jobs are created and there’s more money around,” Ela said.

“But in addition to the normal freshly generated demand, Southern California also has a backlog of activity from the recession, pent-up supply and demand that was unable to happen because the drop in homes values sucked the liquidity out of most deals.”

Other 1998 highlights:

* Rancho Santa Fe was the Southland’s most expensive community with a median home price of $1,175,000, followed by the 90402 ZIP Code in Santa Monica, at $865,500, and Beverly Hill’s famous 90210, at $847,500.

* A 32.2% jump in home prices put Altadena at the top of the list of biggest home price gains, followed by Encino’s 27% increase and Trabuco Canyon’s 26.6% rise.

* Westwood suffered the biggest drop in prices with a 12.9% fall, followed by Loma Linda’s 11.9% and Calabasas’ 6.3% decreases.

* Of the 606 Southland ZIP Codes with five or more sales last year, 534 showed year-over-year increases in sales counts and 517 showed increases in sales prices.

* Slightly more than 76,000 Southland homeowners went into foreclosure last year, down from 88,417 the year before and well below 1996’s peak count of 109,122. The record low in foreclosures was 1992’s 73,610 figure.

* The mortgage payment on a median-priced home would have been $945 in December, assuming 20% down and a 30-year fixed-rate mortgage. In April 1989, when interest rates were at 11.3%, the payment for the same house was $1,360.

Check out the ZIP-by-ZIP chart below for a look at how your neighborhood is holding up. Keep in mind that an increase or decrease in median from year to year can reflect a change in home values, or it can reflect a shift in market mix.

If large homes sell one year, for example, and small homes the following year, the decline in median probably doesn’t reflect a decline in home values.
