LAGUNA HILLS
Councilman L. Allan Songstad Jr. was selected to serve as vice chair of the El Toro Reuse Planning Authority, the seven-city coalition opposed to a commercial airport at El Toro. The coalition plans to draft a countywide initiative for the 2000 ballot prohibiting airports, landfills or jails without voter approval.
