A proposal by the Placentia-Yorba Linda school board to build an elementary school in the southwestern part of the city has raised some concerns among city officials. “I don’t think it is the best site for a school,” Mayor Constance Underhill said at Tuesday’s City Council meeting. “It’s not a centrally located area. This site was part of the city’s General Plan, [which] has other uses designated for that site.”

District Supt. James O. Fleming said the school would be built at Placentia Avenue and La Jolla Street. He said it is needed to ease overcrowding at other schools. But Underhill said the performance levels at Topaz and Ruby Drive Elementary schools--including a pattern of low test scores--would keep potential homeowners from moving to the neighborhood where the new school is built.

“I think they need to address the issue of the quality of schools,” Underhill said.
