Re June 28 letters on Gov. George W. Bush: Bush often uses the phrase “compassionate conservatism” to describe his political philosophy. Some of his potential presidential rivals have derided the concept as fuzzy buzz words. He is accused of sloganeering. Bush responds, “That’s their right, but what are they saying? That compassion is beneath us? That our party should be led by someone who boasts of a hard heart?”

Bush further attests that the terms combine two powerful trends at work in American life: A desire for a restrained government and a recognition that America has social problems that “it avoids at its peril.”

So Bush has raised $36 million so far in his quest to be president (July 1). Is anyone surprised that the Republican Congress refused to pass campaign-finance legislation?
