LAGUNA HILLS
City offices experienced a power outage Thursday from 11:30 a.m. to 6 p.m. Although the city was able to operate on an emergency generator for the first two hours of the blackout, there was no telephone service or electricity for the rest of the afternoon. Assistant City Manager Donald White said the majority of the 30 city staffers were sent home by midafternoon.
