Ex-Charity Chief Slammed in Report
The former head of a nonprofit home for the mentally disabled in New York City squandered public funds on huge raises and nepotism while allowing residents to live in vile conditions, according to a state report. Marie Chantal Joseph, the former executive director of Project Independence of Queens Inc., “abused the public trust placed in her and neglected and financially exploited the eight [resident] adults . . . by depriving them of adequate food, services and shelter,” the report by the state Commission on Quality of Care for the Mentally Disabled said. It was the result of an investigation prompted by anonymous tips in 1997.
