The City Council is still weighing whether to allocate $40,000 for expansion of the Cathy Torrez Learning Center, a tutoring facility in the Santa Fe area. The center, which opened as a police substation but was turned into a learning center because police didn’t think it was effective, is named for a 20-year-old woman who disappeared on her way home from work in 1994. Her body was found in the trunk of her car in the parking lot of Placentia Linda Community Hospital.

The city pays to keep the center open Monday through Friday; it offers computer and math help to children. But council members Maria Moreno and Norman Z. Eckenrode said they would like the center to offer much more. Moreno emphasized parents’ requests for programs in the La Jolla, Atwood and Santa Fe areas.
