* Newell Rubbermaid Inc., maker of Berol pens, Levolor blinds and other consumer products, said it cut 400 jobs at its Rubbermaid unit and lowered its second-quarter profit outlook because of promotional costs and a prolonged regulatory review of the Rubbermaid acquisition made in March. Newell now expects earnings of between 39 cents and 44 cents a share. It had been expected to earn 48 cents, the average estimate of analysts surveyed by First Call Corp. Newell shares rose $2.50 to close at $43 on the NYSE.
