A Philadelphia development firm has proposed an estimated $40-million hotel and office complex in San Juan Capistrano.

Oliver Tyrone Pulver Corp., which is more than a 100 years old and has constructed more than 12 million square feet of commercial properties over the last three decades, said the project would be its first in California.

The proposed complex, a 150-room hotel and an office building with 150,000 square feet of space, would be built on a three-acre site on the Stroscher Ranch. The site is adjacent to the Mission Inn.

A moratorium on commercial building is in effect in the city, but company president Donald Pulver said he hopes the ban will be lifted by next year.
