Starr May Release Report on Clintons

Independent counsel Kenneth Starr may release a “blistering” report on the behavior of Hillary Rodham Clinton in the failed Whitewater real estate venture, but will not seek an indictment against her, the New York Times reported. Starr, who is winding down his investigation of the Whitewater development, has wrestled with the idea of releasing the report and “was leaning toward issuing a report that would discuss the Clintons’ behavior in some detail,” the newspaper said, citing unnamed members of his staff. The Times said Starr had decided not to seek criminal indictments of President Clinton or Mrs. Clinton. But the document could be highly critical of the first lady and its release will coincide with Mrs. Clinton’s expected campaign for the U.S. Senate in New York and therefore could be dismissed as a partisan political maneuver by her supporters, the paper said. Another debate in Starr’s office is whether it is fair to release a report on a person who will not be indicted, the Times said.
