Plan Seeks to Annex 78.2 Acres Near West Hills

Even as some in the San Fernando Valley are seeking to break away from Los Angeles, City Councilman Hal Bernson proposed Friday that a large parcel near West Hills be added to the city.

Bernson introduced a motion calling for Los Angeles to annex 78.2 acres now in the unincorporated county area off Roscoe Boulevard near Valley Circle Boulevard.

The county land is part of 359 acres on which SunCal Corps. Ltd. has proposed a large residential development in the 24000 block of Roscoe Blvd. The remaining acreage is within the city limit.

Under the development planned, about 270 acres would be dedicated as open space.

“Annexation would provide greater assurance to the city that the proposed development [would] be compatible with the existing development in the surrounding neighborhood, and that the open-space land be dedicated to a nonprofit conservancy as permanent open space,” Bernson said.

The councilman is a member of the Local Agency Formation Commission, which would not only decide the new annexation proposal but would oversee the process of splitting the Valley from the rest of Los Angeles.
