The City Council tonight will consider adopting the 1999-2000 city budget. Expenditures through the general fund make up about 70% of the $44.7-million total budget. About half of the general fund’s $31 million will go to pay salaries and benefits to city employees. The council meets at 5 p.m. at 6650 Beach Blvd.
