The City Council tonight will consider the 1999-2000 and 2000-2001 city budgets, each totaling about $13 million. Despite a $750,000 annual loss in “new city” subsidies, the budget is expected to have a $2.8-million surplus each year, keeping the general fund at about $11 million.
