Ralph Zehner, an East Culver Avenue resident who has tested the limits of Old Towne’s design standards for more than a year, will appear again before the Planning Commission on Monday. This time, city officials said, his plan to build apartments behind his 1904 Craftsman bungalow may prove to be more historically acceptable. The new plans call for four units that will follow the Craftsman style, and a six-car, single-story garage. Previously, Zehner wanted to build five units with gabled roofs. That plan was denied by both the City Council and the Planning Commission because it did not meet the standards of the Old Towne historic district. The new design “more closely complies with the single-family character of the neighborhood,” said a Planning Department report on the issue. The meeting begins at 7 p.m. at City Hall, 300 E.
