The City Council will conduct a public hearing today to consider approving a plan to create 40 townhomes in the downtown area. The city’s staff recommends the council approve an agreement between the city and the Seal Beach-based developer. The agreement would pave the way for the construction of 20 Craftsman-style townhouses on Orange Avenue and 20 Spanish and Mediterranean-style units on Brea Boulevard. The agreement requires that the developer reserve 20% of the units for lower-income households. The council meets at 1 Civic Center Circle at 5 p.m.
