The Planning Commission will meet tonight to consider a general-plan amendment for the Dana Point Headlands, the latest in a series of effort to halt development plans for the 122-acre coastal area. The city is trying to kill plans to develop the area into a resort with nearby homes so that it can move forward with its own scaled-back development plans. But a judge ruled last year that the city’s proposal violated the city’s general plan. The city’s appeal was rejected, and a judge ordered officials to move ahead with the property owners’ development plans. The amendment being considered would kill the property owners’ plans and at the same time make the city’s development plans feasible.
