* Kiwi International Airlines filed for Chapter 11 bankruptcy protection and received $3 million in financing from Pan American Airlines Inc., which said it planned to buy the struggling Newark, N.J.-based airline in 30 days for an undisclosed price. The Transportation Department earlier warned closely held Kiwi to file a financial plan or risk losing its operating certificate. The government said the airline was safe but owed $750,000 to airports and had an operating loss of $19.8 million in 1998 and a net loss of $20.6 million.
