Resident Petra Dean was presented with the Quarterly Arts Recognition Award at Monday’s City Council meeting. The Cultural Arts Commission honored Dean for starting a group called Cypress Writers’ Bloc in 1996 and helping it publish a book called “Mixed Messages” in 1998.
