The city will not officially learn until Monday whether it has been accepted into the El Toro Reuse Planning Authority, the seven-city anti-airport group, but it may know as early as tonight whether it has the majority of the board’s approval. So far, Irvine and Laguna Hills have approved accepting the city. Dana Point, Laguna Beach, Laguna Niguel, Lake Forest and Mission Viejo--the group’s remaining members--are all expected to vote this week on the matter.
With the exception of Irvine and Lake Forest, all member cities pay about 10% of the group’s operating costs. That comes out to about $250,000 annually. Irvine and Lake Forest each pay more and, as a result, have three and two voting board members, respectively. As a result, Laguna Woods has four votes, thus far, of the 10 possible.
The authority board will vote Monday whether to induct the city for a reduced fee of $150,000 for its initial year. Afterward, the city would be expected to pay its full share.
