The City Council voted Tuesday to approve a parking management plan designed to ensure ample parking when the entertainment and retail center on Birch Street is completed in 2000. A city-commissioned study shows that there are more than 2,000 spaces in the downtown area. The plan will provide valet parking, manage short-term and long-term parking, and restrict deliveries and trash pickup. The plan also includes an advisory board made up of homeowners, business owners and city staff that will meet four times a year to discuss any changes needed in the downtown parking system.
