A consortium of companies led by Computer Sciences Corp. of El Segundo won a seven-year, $644-million contract to digitize government services for San Diego County. The contract represents the largest information technology outsourcing project carried out by a local government agency in the U.S., according to the computer services and consulting firm. CSC and its partner companies--Science Applications International, Pacific Bell and Lucent Technologies--will upgrade the county’s wide-area networks and build multilingual online kiosks that provide a directory of county services, ranging from government forms to animal shelter information. The CSC-led team bested rival bids from Electronic Data Systems and IBM. CSC shares rose $4.19 to close at $64.38 on the NYSE.
