The report by Mark Gladstone (Aug. 30) is yet another indication of our disruptive political process. The as yet unnamed proposition to cut legislative salaries and change those in charge of the year 2000 state redistricting procedures will certainly wind up in the courts. By attaching a popular but misguided plan to cut politicians’ pay to the stealth item to shift the redistricting chore to the courts, the measure is obviously illegal. State law forbids two unrelated items in a single ballot measure.

Even with control of the redistricting process, the Republican estimate of 10 lost seats, a mantra repeated over and over in the debate, is a highly unlikely outcome. The Democrats might wish they could pull it off, but limits on the size of congressional districts make it unlikely.
