The City Council will interview a candidate at a special meeting this morning to temporarily replace City Manager Arthur C. Simonian, who was put on paid administrative leave last month for allegedly awarding himself and his top brass secret cash bonuses.

The special attorney and auditor investigating the allegations have recommended that the council remain open to terminating Simonian’s contract, Councilwoman Barbara Kiley said.

Council members are also scheduled to discuss and vote on a performance evaluation relating to City Engineer Roy Stephenson, although they would not say if the issue involved the investigation into Simonian.

Simonian, who started serving as Yorba Linda’s city manager when Richard Nixon was still in the White House, has denied the allegations, saying that the bonuses have all been authorized.

The special closed-session meeting will begin at 10 a.m. and may continue all day until the regular council meeting begins at 6:30 p.m., said Interim City Manager David Gruchow.
