Robert S. Messina has been named president and chief operating officer of Troy Group Inc. in Santa Ana. He was previously executive vice president of the company and chief operating officer of Troy Systems International, a subsidiary. Before joining the company in 1994 as vice president of sales and marketing, Messina was general manager of Omninote and Western regional vice president for Dictaphone Corp.

* Brent F. Romney has been appointed director of the Criminal Law Practice Center and associate professor at Western State University College of Law in Fullerton. He was formerly Orange County assistant district attorney. During his 23 years with the D.A.’s office, Romney supervised the homicide, major fraud, consumer protection/environmental protection and gang units, among others.

* Douglas E. Howe has joined Silicon Film Technologies Inc. in Costa Mesa as chief marketing officer. Howe most recently served as president of Vivitar Corp. He has also held senior management and marketing positions at Olympus America Inc., Nikon Inc. and the pay and cable TV divisions of General Electric and Oak Communications. Silicon film, a subsidiary of Irvine Sensors Corp., recently changed its name from Imagek Inc.

* Kip Haas has been named vice president-division manager of the Lenders Advantage division of First American Title Insurance Co. in Santa Ana. He joined the company last year as director of software development. Previously, Haas was consulting manager for Grant Thornton in Irvine, MIS manager for Teledyne Inc. in Century City and a financial analyst for General Dynamics in Pomona.
