Roger A. Haupt, chief operating officer of Leo Burnett Co., will become that agency’s president and chief executive, succeeding Jim Oates and Richard B. Fizdale. The appointment is effective Jan. 1. Oates, the current president, is retiring. Fizdale gives up the CEO title but will remain chairman. Chicago-based Leo Burnett is the world’s ninth-largest advertising organization, with billings of nearly $7 billion. Clients include the Marlboro brand, Kellogg, McDonald’s and Nintendo of America. . . . Screaming Media, a New York-based firm that aggregates and delivers content to Web sites, assigned its $5-million-to-$7-million account to Mad Dogs & Englishmen, also of New York. Screaming Media’s interim CEO is Jay Chiat, co-founder of Los Angeles-based TBWA/Chiat/Day, which did not participate in the review. . . . Smart Online, a North Carolina-based Internet site dedicated to small business, assigned its $7-million account to Martin Agency of Richmond, Va.
