Four people have died in floods brought on by a severe winter storm that sent mudslides raging down ravines in Quito, where the city council Friday declared a state of emergency.

Two children have been counted among the dead from the floods unleashed Wednesday, the Red Cross said, adding that 18 people were injured and more than 40 evacuated.

The region’s heaviest winter storm in 35 years according to meteorological authorities provoked devastating mudslides in the southern part of the capital, a city of 1.5 million residents ringed by mountains.

The state of emergency will allow the city council to coordinate disaster relief efforts, including the pending transfer of more than 80 families to temporary housing.

The National Meteorology Institute expects no break in the intense rains in the next few days.
