* Re “L.A. Bucks Trend of Reining In Library Scofflaws,” July 30: Having The Times periodically publish the names of patrons with the more egregious records of overdue books in the L.A. Public Library would be a public service both effective and just.

As a heavy user of the library’s online computer system, I’ve experienced the frustration of not being able to check out an out-of-print book because it is listed as “missing.” And having grown up in Queens, N.Y., which has the country’s largest public library, I appreciate the value of a good library system.

In Vidalia, Ga., they issue an arrest warrant for an overdue book. While I’m not advocating “Georgia justice,” beaming the spotlight of publicity on library scofflaws has already proven effective elsewhere.
