The San Diego Regional Water Quality Board has postponed its scheduled meeting today due to the lack of a quorum, giving Laguna Beach extra time to mull over the $60,000 in fines the Water Quality Board imposed on the city last month.

Laguna Beach plans to ask the board to direct $50,000 to three local environmental programs, including the testing of storm drain water, a beach cleanup program and improving storm drain markings.

The board will decide at its scheduled Sept. 13 meeting if the funds will be applied to these programs, said Rebecca Stewart, a sanitary engineering associate with the water board.
