* Litton Industries Inc. in Woodland Hills announced changes in management due to the restructuring of its PRC Inc. subsidiary.

Barry L. Rhine has been named president of Litton’s newly formed PRC Government Solutions Division and has been assigned as deputy group executive of Litton Information Systems Group in McLean, Va.

Lawrence P. Weisen, senior vice president and general manager, will lead the Standard Systems Organization. He will report to Rhine. Kent Schneider has been named president of Litton PRC Defense Systems Division, and William F. Webb has been named president of Litton PRC Maritime & Range Systems Division. James H. Frey continues to serve as senior vice president and group executive of Litton Information Systems Group as well as interim president of Litton TASC.

Litton Industries builds ships for the U.S. Navy and government and commercial customers. The company also produces defense and commercial electronics technology, components and materials for customers worldwide.

* Valencia Bank & Trust in Santa Clarita announced nine staff promotions.

Clyde Freeman has been named senior vice president and construction loan officer, in charge of the construction loan department. Peggy Pollard has been promoted to senior vice president and consumer loan manager. She will oversee all consumer lending. Debbie Burleson has been named vice president of human resources. She will administer the personnel department. Linda Camarillo has been promoted to vice president and branch service manager in charge of branch operations in Newhall. Joanne Campos will become assistant vice president and consumer loan officer. Cathy Gundy has been promoted to assistant vice president and administrative officer. Carmen Robets has been named assistant vice president and relationship manager in the Antelope Valley. Greg Wells has been promoted to assistant vice president and commercial loan officer, and Tanya Mikhail will become branch service officer of the Valencia branch.

Valencia Bank & Trust operates five offices in the Santa Clarita and Antelope valleys specializing in services for businesses and professionals.

* Sonicport.com Inc. in Chatsworth said it will name David Baeza vice chairman and chief marketing officer and John Cooper president and chief executive at its annual shareholders meeting Dec. 20.

The appointments are part of the acquisition agreement between Sonicport and US Dataworks Inc. Baeza will resign from his current post as chief executive of Sonicport. Cooper is chief executive of US Dataworks.

Sonicport.com is a financial services company specializing in integrating transaction-processing software. The company also provides Web design and development, and marketing services.

* Kathy Nelson has been hired as president of film music for Universal Music Group and Universal Pictures in Universal City. Nelson will oversee both the development and production of all soundtrack albums as well as all aspects of development and production of film music.

* Brian Coulter has joined Malibu Networks as vice president of business development. Coulter will create strategic partnerships with service providers.

Malibu Networks develops networking architecture for fixed broadband access.

* Calvin Yee has been hired as chief operating officer of Medical Resources Management in Glendale. Yee is a co-founder and principal of Pangaea Ventures.

Medical Resources Management provides mobile laser services, cryosurgery and brachytherapy services to hospitals and medical centers.

* Bill Spaniel has been appointed public relations manager of the California Society of Certified Public Accountants in Glendale.

In his new position, Spaniel is CalCPA’s primary spokesman responsible for working with the news media, writing news releases and providing public relations support for CalCPA chapters and members throughout California.
