Uh, Just a Guess Here, Maybe Fines for Collusion?

With regard to Alex Rodriguez and other extravagant signings and salaries, why blame Scott Boras? Why not blame the baseball owners for paying such ridiculous salaries? All the owners should have got together and refused to even listen to such crazy demands. What would have happened then?
