An Irvine maker of network access and management products and services posted a net loss of $552,000, or 16 cents a share, for the fourth quarter. A year ago, the company lost $6.6 million, or $1.90 a share, which included charges of $2.6 million. Revenue declined 7% to $4.2 million. For the year, the company lost $4.3 million, or $1.22 a share, compared with a 1998 net loss of $15.4 million, or $4.44 a share. Revenue dropped 26% to $18.2 million.
