A small bomb exploded in the heart of Wall Street before daybreak Friday, shattering windows and slightly injuring one person.

There was no immediately claim of responsibility for the blast, which took place a few blocks from the New York Stock Exchange, Mayor Rudolph Giuliani said. Police were looking for a man seen kneeling in the area at the time.

“At this point it is not viewed as a terrorist act,” Giuliani said. “They have no evidence to support that classification.”

The bomb went off at 4:40 a.m. EST in front of an office building owned by Barclays Bank on the corner of Wall and Water streets, blowing out windows in that building and another nearby.

Four postal workers had walked past the device, realized it could be dangerous and ran away shortly before it exploded, a police spokesman said. One was treated for ringing in the ears.
