* Teligent Inc., a leader in competitive telephone services, is expected to announce today a joint telecommunications venture with Germany’s largest wireless company, Mannesmann, people familiar with the talks said. The venture is the latest sign of a wireless explosion that is refashioning communications across Europe. British-based Vodafone AirTouch recently reached an agreement with Mannesmann to acquire the German firm in a deal worth nearly $200 billion.
