* Theater--A three-member cast, directed by Jules Aaron, will stage Neil Simon’s “I Ought to Be in Pictures” on Friday and Saturday at the Lobero Theatre, 33 E. Canon Perdido St., Santa Barbara. The story centers on Herb, a once-successful scriptwriter played by Richard Kline, who is battling writer’s block when his abandoned daughter, Libby, played by Stacy Altman, reappears. * Concert--The “Dancing Under the Influence” concert series at SohO Restaurant in Santa Barbara will continue Saturday with “Pan African Music Fete 2000.” Dodo Munoko and La Rumba Band will perform Congolese rumba and high-energy soukous music.
