In keeping with his belief that Feb. 28 should be a federal holiday honoring the birthday of Gavin MacLeod, a.k.a. Capt. Stubing on “The Love Boat,” Off-Kilter columnist Roy Rivenburg is taking the day off. “The man is a national treasure,” Rivenburg said in a prepared statement. Off-Kilter is scheduled to return Wednesday.
