Confusion

I’m very confused by certain recent developments. Business executives continue to form bigger and bigger companies through mergers in order to form more efficient and competitive organizations. At the same time, some government leaders and political activists are pushing for the breakup of the LAUSD into smaller districts in order to make it more efficient and effective. Am I missing something? Or is this just another example of the grass being greener on the other side?
