* Los Angeles-based Northrop Grumman Corp. will pay the federal government more than $5.3 million to settle a dispute over two Air Force contracts. The charges concerned Westinghouse Electric Corp.’s Electronic Systems Group, which Northrop Grumman bought in 1996. Investigators said Westinghouse had inflated its costs for supplies to build F-16 radar systems. The company allegedly overstated the price by $3.5 million on one contract and by $608,000 on the other. The company said it “admits no liability to the government.”

* Encino-based Sitestar Corp. said it has hired investment banker Travis Morgan Securities to advise it on its growth strategy and help identify potential acquisitions and partners. The Internet services company reported a net loss for the year ended Dec. 31 of $3.4 million on revenue of $224,000.
