Phanstiel Hired as CFO at PacifiCare Living Inc.

Howard G. Phanstiel, former chairman and chief executive of ARV Assisted Living Inc., has been named chief financial officer of PacifiCare Health Systems Inc. in Santa Ana. He succeeds Mary Langsdorf, who had been serving in an interim capacity since September. Langsdorf will remain senior vice president, finance and corporate controller. Before joining ARV, Phanstiel was executive vice president of finance and information services at WellPoint Health Networks. PacifiCare also named Barry G. Bailey as chief strategic officer, a new position. Bailey, who will assume his position full time on Aug. 1, is currently executive vice president of finance, information technology and strategic initiatives at Premier Inc., a nationwide alliance of hospitals and health care systems.
