Net Retailers Agree to Fine: Toysrus.com Inc., CDNow. Inc. and five other Internet retailers agreed to pay a $1.5-million fine to settle U.S. Federal Trade Commission charges over shipping delays during the 1999 Christmas holiday season. An FTC investigation, called Project TooLate.com, found that the online retailers failed to deliver goods on time and made false promises that gifts would arrive by Christmas. The other defendants are Macys.com Inc., KBkids.com, Franklin W. Bishop, the Original Honey Baked Ham Co. of Georgia Inc. and Patriot Computer Corp. The companies violated federal laws requiring that retailers notify consumers of shipping delays, the FTC said.
