Tech Lawyer Now COO of ‘Dot-Com’ Nonprofit

The “dot-com” craze has lured many attorneys away from high-powered law firms. But Victor Hwang, who specializes in high-tech law and venture capital financing, didn’t leave Irell & Manella in Los Angeles for an Internet start-up. Instead, Hwang begins work today as chief operating officer of the Los Angeles Regional Technology Alliance, a nonprofit group that nurtures dot-coms and other technology companies. This won’t be Hwang’s first stint in public service. The Santa Monica resident previously worked for the U.S. Agency for International Development in Washington and has a strong interest in public affairs. Hwang replaces Cliff Numark, who left LARTA last month to become president and chief executive of the San Diego Regional Technology Alliance.
