The Orange Unified School District Board of Education unanimously approved a proposal allowing limited open bargaining during teacher contract negotiations to observers who are not employed by the district and live in the community.

The Orange Unified Education Assn. and district bargaining teams would each choose three people, allowing the six observers to attend negotiations. The decision was made because of the tension between the teachers union and district officials over the teachers’ salary contract. The union will have to agree to the open negotiations, which would only occur during the 2000-01 school year bargaining sessions.
